2. The Display driver is so important here that merely updating it is sometimes not enough. So let's try everything possible to get it working correctly:

First make sure you have updated the Display driver from the PC or Display adapter maker's Support Downloads web page for your exact model number, HP Serial Number or Dell Service Tag - from the sticker on the PC.

While there check also for newer chipset, BIOS/UEFI firmware (very important), touch, network, sound, USB3 and other drivers, comparing to the ones presently installed in Device Manager reached by right clicking the Start Menu.

For Display issues one fix that is working is to Roll back or Uninstall the Driver on the Display Device > Driver tab, restart PC to reinstall driver. You can also try older drivers in Device Manager > Display device > Driver tab > Update Driver > Browse > Let Me Pick.

Then you will know you've tried everything in addition to Windows Update drivers.

Adjust the screen resolution until it fits and looks best at Settings > System > Display.

Then expedite all WIndows Updates including Optional to see if it pushes Monitor or other enabling drivers.

Check for a monitor driver by expediting Windows Updates (including Optional Updates) in Settings > Update & Security > Windows Update > Check for Updates to install all Updates until no more are offered.

Thank you for your extremely thorough reply. I went down this list and did every thing you did step by step and, for some reason, it still is not registering touch. I was able to get it to work on another PC with windows 10, and I have been able to get it working on my android devices. I just don't know why it is not working on my windows 11 pc.

Am I supposed to see two "HID Compliant touch screen" in the device manager? I only see one. In one of the guides that you sent over, that was in the instructions.

I also looked at the driver downloads page for the specific monitor. I downloaded the files there, but they also did not work.

Are there any other things you can think of?

What is the make and full model number of the PC and monitor?

Try uninstalling the touch drivers in Device Manager and then reinstall them from the PC maker's Support downloads web page for your model.

Expedite all WIndows Updates from Settings > Update & Security > Windows Update > Check for Updates . Install all including Optional, watch for prompt for Restart, then go back to check again until no more are offered.

BTW you said you couldn't downgrade to Windows 10, you can always go back to Windows 10 but if it's longer than 10 days since you did the Upgrade you just have to do a Clean Install, which is here:

However if you're going to do that you can also do the Windows 11 Clean Install which is a vastly superior install to the Upgrade, as long as you make it a true clean install which means deleting all partitions down to Unallocated Space then click Next to auto-create and format the needed partitions and begin - this makes it foolproof. :
